The establishment of a Quality Management System (QMS) is a strategic decision of the DOLE Regional Office No. X (DOLE‑X) Top Management. It reflects the region’s commitment to institutional excellence, good governance, and the consistent delivery of responsive, timely, and people‑centered labor and employment services. DOLE‑X recognizes the QMS as a vital management tool that strengthens organizational performance, enhances service reliability, and provides a sound foundation for continual improvement across all operations.

Specifically, the DOLE‑X Quality Management System aims to:

  1. Surpass client and stakeholder expectations by consistently delivering high‑quality, accessible, and responsive services.
  2. Ensure effectiveness and efficiency in the implementation of labor and employment programs, services, and regulatory functions across the region.
  3. Provide a structured framework for continual improvement in all aspects of DOLE‑X’s management system, fostering innovation, accountability, and sustained organizational development.
